Action Plan for the Prevention and Control of Atmospheric Pollution from May to June in Changzhou in 2018

In order to do a good job in the prevention and control of air pollution and quickly reverse the unfavorable situation of our city's air environment, we need to further strengthen emergency emission reduction, so we finally formulate the plan according to the overall requirements of the special action for pollution prevention and control.

1.Fully understand the seriousness of the air pollution control situation

From January 1 to May 25, the average PM2.5 concentration in the urban area was 66.5 micrograms/cubic meter, which was a year-on-year increase of 16.7%. Compared with the 2018 annual air quality target issued by the provincial government, the concentration of PM2.5 reached 47 micrograms/cubic meter, which was a 2.1% year-on-year decrease. The air quality rate reached 69.7%, a year-on-year increase of 1.5 percentage points. In April, Changzhou’s AQI ranked 70th among 74 key cities across the country, and was notified by the Ministry of Environmental Protection.The situation is very serious.

Main problems in the current prevention and control of atmospheric pollution :

Heavy industrial structure

In 2017, emissions of sulfur dioxide, nitrogen oxides, and smoke dust in the steel, cement, chemical, printing, and dyeing industries of the city accounted for 81.3%, 85.5%, and 71.5% of the total industrial emissions, respectively.

Single energy structure

In 2017, coal energy consumption accounted for 77.8%, of which non electricity industry accounted for 60.3% of coal.

Great influences of elevated highways

There are 8 emission sources such as iron and steel and electric power along the elevated area. The discharge outlets’ height are between 60-80 meters, lower than the boundary layer height of 130-150 meters under adverse weather, and it is in the direction of the dominant wind. The spread of pollutants into the main urban area has exerted great pressure on the air quality. According to monitoring statistics, the emission intensity of various atmospheric pollutants in the eastern region is the highest or second highest in the city.

Increasing pollution of motor vehicle

As of the end of April 2018, the number of motor vehicles in the city was 1.388 million, of which 1.187 million were passenger cars (including micro and small), an increase of 12.7 percent year-on-year; and 80,000 were trucks, an increase of 6.7 percent year-on-year.

Prominent problem of dust pollution

According to the monitoring, from March to April of this year, the dustfall per square kilometer was 7.38 tons (the highest in the five cities in southern Jiangsu), an increase of 11% year-on-year. From January to April, there are more than 650 construction sites under construction, with an area of 19.83 million square meters under construction. Especially since March, various types of construction sites have entered peak construction period, and particulate emissions from construction have also increased.

2. Working goals

Guided by the spirit of the 19th National Congress and the socialist thought with Chinese characteristics in the new era of Xi Jinping, we should carry out the spirit of general secretary Xi Jinping's speech at the national ecological and environmental protection conference, resolutely reverse the current passive situation of air pollution prevention and control, and take specific measures, strengthen emission reduction, strengthen management and control, ensure that the air quality improved markedly in June, ranking up.

3. Key measures

According to the estimation of the expert team, our city need to complete PM2.5 no more than 47 micrograms/cubic meter this year, and the emissions of sulfur dioxide, nitrogen oxides, PM2.5 and VOCs must be reduced by more than 43% during the year.

According to the study of Changzhou’s air quality, the government decided to fully implement various emergency management and control measures while fully advancing various governance projects, promoting pollution control in a way of limiting and stopping production.

From May 28 to June 30, all industrial enterprises that have no governance facilities will be stopped production. By the end of May, factories listed in this year's key projects for atmospheric pollution control that have not reached the target will be stopped production for improvement. Enterprises included in the key management catalogue will be limited production by more than 50% on the basis of the average output from January to April.During this period, enterprises that were found to exceed the standard of exhaust emission will be shut down.
